Backport of #158625 to 3.15. Omit the multiprocessing skips for tests introduced in 3.16; the 3.15 C-extension tests already check for pip before setting up a virtual environment.
Includes the updated 3.15 base with #158691, the bytes.fromhex bounds fix required by MSan.
The faulthandler, socket, monitoring, and profiling suites pass (1,361 tests, 235 skipped).
