Fix WinGet deployment conflicts and RPC recovery

Summary

Fix three WinGet setup issues in src\windows-dev-config\steps\_winget.ps1:

• Skip installed dependencies that satisfy the required name, publisher, architecture, and version to avoid unnecessary deployments and 0x80073D02 conflicts.
• Use Write-Error in Invoke-DevConfigWinGetDeployment so CLIXML parsing failures no longer hide the real AppX error.
• Handle 0x800706BA by HRESULT in Confirm-DevConfigWinGetReady, including generic exceptions from Windows PowerShell 5.1. Preserve the existing registration retry and verified CLI fallback, and rethrow unrelated errors.

Document dependency reuse in the Windows Dev Config README.

Validation

Tested in Windows x64 VMs with Windows PowerShell 5.1 and PowerShell 7:

• Reproduced the original dependency conflict, CLIXML reporting failure, and PS5.1 RPC failure.
• Verified successful WinGet updates and no-op reruns.
• Passed two fixed PS5.1 recovery runs using verified CLI fallback and two PS7 runs retaining module access, including real package queries.
• Passed focused dependency-selection, error-reporting, and RPC recovery checks in both editions.

Changes:

• Filter dependency packages to skip redeploying already-satisfied AppX dependencies (avoids 0x80073D02 conflicts).
• Switch deployment failure reporting to Write-Error to avoid CLIXML masking of the underlying AppX error.
• Broaden WinGet readiness RPC recovery to trigger by HRESULT across exception types (including Windows PowerShell 5.1), and document dependency reuse.
